An overhead view of the Seoul Metropolitan Oil Stockpile Base, which was created following the 1974 oil shock. After being off limits to the public for 41 years, the base will be transformed into a cultural complex from Sept. 1 and feature performances, marketplaces, festivals, and exhibitions.
